Tom Birchmore, chairman of the Industrial Sites Committee, told the Review team that his committee had reaffirmed the four sites and two alternate sites that are available for industry. He noted that his committee has been relatively busy during the past year and had looked at other sites, but had not been able to obtain letters. He pointed out that the packet information available to prospective industries contain information about the site size, location and cost as well as the cost of putting in services. He pointed out that two of the available sites are on the river and two are adjacent to the railroad. The Review Board was pleased with the aria! views of the available industrial sites and suggested including information about location of water lines, sewerage lines, and the availability of natural gas. One member said, "When you are talking with a prospective industry, they are looking at money (the cost of supplying these services). The Review Board asked if the city is in a position to extend these services to the industrial sites, to which the mayor replied, "There would be no problem in extending sewer lines to industrial sites. There are funds available from FIL'\ to extend sewer lines to in· dustries. And for the economical advantage to the area, there will be no problem." Councilman David Taylor who chairs the finance committee of the GREAT Towns sales team, pointed out that the city is under a user pay basis, bonded, and any tie on would have to come under Iha t basis. He said contracts for natural gas to industrial sites would be easy to obtain, since one provider of this service is anxious to assist. It was pointed out to the Review Board that the city is still under a council form of government with a four· year staggered term. The city officials said they see the need for a city ad· minlstrator and are IMking ways to that • omg amoWJt owed on the waste water treatment plant. The city operates under a codified ordinance system with an excellent police department. Officials ere endeavoring, under the Clemson Revitilization Program to secure a new City Hall with police deparbuent facilities. Presently, the City provides 24-hour dispatching service for the Volunteer Fire Department, the Rescue Squad and the Police Department. The mayor and other members of the sales team reported favorably on the fact that there is no concentrated area of sub-standard housing, that curbside sanitation pickup is available, the excellent quality of life which is available to the citizens, the transportation and marketing facilities which are available, the higher educational facilities which are in easy driving distance and available to area students. The Review Board pointed out that some industries are wary of transportation because they are not used to the customes of the south. After listening to the various reports, the Review Board went into a con• ference among themselves and voted to reaffirm Johnsonville's present status as a GREAT Town for another year. J'Ville School New Teachers Continued from Page I He told the Board that the High School League had revised the rules and would now allow for the High School Basketball teams to play an additional two games per season or participate in an invitational tournament. He noted that Lake City is trying to develop a tournament, because it is difficult to schedule two extra games at this point. The tournament will be played Thursday, Friday and Saturday nights after school dismisses for the Christmas holidays. The Board voted to allow the students to participate in the tour· nament this year, with the notation that this decision involves this year only. They also noted that no student w~ does not participate will be penalized if there are prior committments such as a family trip. Gen . John Henry Woodberry (USA, ret.), 84 Johnsonville native, munitions in venter and former member of the General Staff of the War Department , died in Gainsville, Ga. Thursday after a recent heart attack. Gen . Woodberry 's career with the Army spanned 37 years . He held numerous patents on muntions of war, notably artiller y fuze devices for control of deton~ting waves used in most · Army high explosive ammunition. He served as a member of the General Staff of the War Department from 1934-1939. Gen . Woodberry entered the United States Military Academy at West Point in 1910. He graduated with a B. S. degree in 1914 and was commissioned a second ~ 1 lieutenant in the cavalary. He was detailed to the Ordinance Department and transfer red to the Field Artiller y in 1916. During World War I, he participated in the design and construction of the aerial bombs used by the late Gen . ''Billy'' Mitchell in the test bombing of a captured German battleship. He became a lieutenant colonel in 1918 and was tr an sf erred to the Ordinance Department in 1920. Between World Wars I and II, Gen. Woodberry studied at Army Industrial College, 192728, Command and General Staff · School, Fort Leavenworth , Kan ., 1929-30 and the Army War College, BRIG. GEN. J .H. WOODBERR Y years. Later the Woodberrys moved to Gainsville to be near their daughter, Mrs. Pierpoint F. Brown, Jr. General Woodberry was a Mason and a member of the Founders and Patriot 's of , America, having ancestors in America prior to t he Revolutionary War. One of his civilian patents was an automobile tire pressure indicator. Services were held Saturday in Gainsville with burial in Arlington National Cemetery. Employees whose job performance ls adversely affected by such problems will be offered professional assistance.'' With this policy statement by Jack Wellman, Wellman Industries Board Chairman, and a cooperative agrE:u11ent with the Florence County Commission on Alcohol and Drug Abuse, Wellman Industries became the third Florence County Company to establish a CARE Program. CARE which stands for Counseling and Referral Elective is a special program initiated between the Commission on Alcohol and Drug Abuse and business and industry. It involves the development of a sound company policy related to behavior problems of employees, supervisory training concerning the concepts of the program and in d~aling with ' 'probluned u11ployees'' and the provision of services designed to return employee job perfor111ance to an acceptable level. ' 'I have always been concerned with the problems confronting our U11ployees and with the effects of various problems on the u11ployee both at work and at home,'' Mr. Wellman emphasized. ''In the past when an employee was absent excessively or his job performance remained poor, he was necessarily terminated. Now we are able to do something before the problem re~che s · that point,'' Mr. Wellman explained. The CARE Program will be coordinated by the Wellman Personnel Depat tlnent under the direction fo Mr. Doug Matthews, Personnel Director and by the Intervention Services Division of the Florence County Commission on Alcohol and Drug Abuse. Mr. Lyle Mishoe, Coordinator of Intervention Services for the Commission explained that problemed employees from Wellman will be referred to CARE in an effort to prevent their termination from employment. ''If the problem is alcohol or drug related the problem will be handled by the Commission. Other types of problems such as marital difficulties will be referred to appropriate sources fo help,'' Mishoe emphasized. Gaskins admitted. however. to nine other killings. including three. which be claimed were assassinations at the behost of an unnamed law enforcement official. Gaskins confessed to the murder of Dennis Bellamy for which he has been convicted and is now serving a life sentence. He also admitted the slayings of John Henry Knight, Daine Neeley and Avery Howard. three of the victims whose bodies were found in the Prospect community in December or 1975. He denied that he was involved in the slayings or four others found near the same site. Gaskins also admitted to shooting two men on a highway near Conway and dumping their bodies in a river several days before Yates was killed. Ga1nble has been termed significant by Stephen Smith, resotration consultant with the South Carolina Department of Archives and History. ·Architectural det·ans suggest an eighteenth century 0rigin and reveal structural qualities unique for the area. Among unique aspects of the house are the steeply pitched roof, concealed stairway, four carved mantels and large central room which walls are constructed of 4'' x 12'' heart pine boards finishe~ on both sides and laid horizontally. The ends of the 4'' x 12'' boards are dovetailed in the -corners and· are tightly fitted together with wooden pegs presenting, perhaps, the most unique feature of the house. Floyd Day'' and school funds may be seen in the lower portion of photo . • • Mr. and Mrs. Hector McKinnon Floyd were presented an albt1rn at 11 a.m. on Wednesday, May 26th, containing pictures and other mementos of the dedication of the ''H. M. Floyd Buil '', which now serves as the 111ain plant of Johnsonville High School. The dedication of the new building was held Sunday, Dece1nber 8, 1974 at 2:30 p.m. The presentation of the alb11111 was made by J. W. King, Chan·xnan of the Board of Trustees, Florence County School District Five. Floyd gave 44 years of service to the (.1Ciucation of children of this state prior to his retireinent in June, 1973; 37 of which were given to the children of this community as Superintendent of the Johnsonville Schools. Mrs. Floyd also gave 34 years of service to the education of children and youth prior to her retirement in June 1972 for a combined total of 78 years. A ceremony honoring Floyd was held Sunday, May 20, 1973, and May 20th was designated by the Mayor of Johnsonville as ''H. M. Floyd Pay.'' Floyd has expressed his desire that the re:inaing funds raised for the ''H. M. Floyd Day'' by the H. M. Floyd Day Committee, of which Mrs . Lucille M. Eaddy served as chaiiman, be used as partial payment of the furniture for the foyeJ' of the new high school. Of special interest was an antique bed which was on display for the enjoyment of the guests. The bed was made by band by John G. Hanna, born March 10, 1827, who married Dovey Rosanne Eaddy, bom :I! October 7, 1823. Records show they were married on January M, 1847. Hanna made the bed of .sa•affaa. the bottom of which na constructed of ropes. Mrs. Eaddy said she bad researched estate papers from as far back as 1820. In these she would learn bow the estate was settled, there would be records of the owner's terminal illness which often included doctor's bills and papers which gave much additional info1·11•ation. .J She said you feel that you know 1 these people, and through the 1 research you really do get to .. know them. For instance, t through the census records of 1 !850, you could tell who a 1 relative had for a neighbor. 1 Research on the book led her 1 to meet a lot of interesting 1 people, she said, noting that she t had received interesting correspondence from just about everywhere. Mrs. Eaddy ~d sometimes she had received responses from random telephone calls. While doing the research; she would just ask a telephone operator to give her the name and number of any Eaddy who might be listed in the directory for a certain tow11 or city if she had reason to c suspect some member of the i family might be living in that t particular area. ''It has paid i off,'' she said. < She pointed out that one Mr. Eaddy had 12 sons, some of c whom were victims of the Civil ~ War. One son who survived moved to Mississippi. ' 'We 1 know there are descendants there,'' she said, ''but we have made numerous attempts to locate them and we have never bad any kind of response. ''She added ''It is said that by bringing out a book you will get response you have been unable to get before.'' 1 In preparing the book, she has i researched ahnost every grave 1 in the cemeteries at Trinity, C Ebenezer, old Johnsonville and J the old ones in the Prospect ] area. Mrs. Eaddy said a great ~ many people had been of much help to her in the research which has gone into the book, and to those people hwo have · helped her, she is especially ~ grate.ful. She is currently wr~ a 1 series of histor ical articles entitled ''Our Human , Heritage,'' which began with . the December 4 issue of The · Weekly Observer, and is published every other week. Two articles of a three-part story of the Prospect area have run and the third and final chapter of that story will run approximately the middle of April. There are yet some heirlooms of linen pieces still held in the area that was woven at hom e from flax grown on the plantation. Some cotton was grown for plantation purposes only. Cotton was later to become the main crop. Soon, the planting of indigo was begun. Slaves were brought in for the cultivation of indigo and after five years of growing it, prosperity began to come to the land. They were able to bring in more slaves and buy better blooded horses from the profits made selling the indigo for dye. Nearly every plantation had its indigo vat a nd some can be seen today. Later, rice was grown in the low areas of this county, but soon gave way to cotton. In the home there was much industry going on as the ' women made their own soap from hog fat and ashes. Besides weaving the wool and flax, they later started spinning the cotton for their household use. In the winter months of short daylight hours, they sewed patches of cloth together by candle light into colorful quilts for warmth on their beds and to help brighten their dark, dismal houses. They made their own candles for light in their homes from beeswa x, by dripping a stri ng into the melted wax until it wa s the size they wanted. Later they used tin molds. All of their clothing was made at home. 1'he first village settlement in ancient Black Mingo was Willtown. It was on Black Mingo Creek and had an excelelnt water way to the sea. A rich merchant from Charleston, who also had a rice plantation on Black Mingo, established a trading post there in 1750 and called it Willtown. He exchanged rum and molasses and tape and buttons, for the cow hides, deer skins and furs from the people and the Indians, Willtown was on the post route which Benjamin Franklin established from Savannah, Georgia to Maine. The first post office in this area was at Willtown. It became known as one of the most popular stopping points in South Carolina . The Indians were growing tobacco when the settlers arrived. They taught them to grow it and soon tobacco was being shipped out to Europe from this area. This industry still exists today. Soon, the men began to clear the forests, using what they needed for themselves and selling the remainder . On the swamp lands of the descendents of one peioneer, Benjamin Britton, there is evidence of the industry of getting out wood shingles by hand, to cover the roofs of buildings. His death followed by only four days that of his wife, Georgetown and Florence Counties on October 15, 1972 when Dr. John Gordon Ulmer Ruth Harmon Ulmer . Born in Brunson, he was a son af the late Henry Martin · Day was held in Hemingway. One of his many honors that day was the establishment of the Dr. John Gordon Ulmer Scholarship · at ·. the Medical Dr. John Gordon Ulmer Sr., 74, die<:f t and Janie Free Ulmer was educated in Brunson schools, the College of Charleston and the S. C. Medical College. · - Ulmer moved ta Hemingway in 1923 after Dr. University of Charleston. He was a member of First Baptist Chur~ of Hemingway. Dr. Ulmer was a charter member of Hemingway , Civitan Club. In 1967 he was intership at Roper Hospital. He . awarded the Distinguished began his practice July 12, Citizen's Award by the 1923, and finished his 50th year Hemingway Jaycees. He was a of practice prior to his illness. During the ·so years, he delivered about •6,000 babies and was known as the ''baby . doctor.', During one month he delivered 28 babies. In his family practice he came into contact with alrriost every family in the tri-county area he served. • · · When he · came to Hemingway In 1923 it llad a papula tion of 200 and no dactor. Dr. Hemingway had died earlier f_rom injuries in ar, explosion of his sterilizing machine. Pr. Ulmer opened his practice in the drug store in Hemingway, but had very little office practice. He ,mostly made house calls on the dirt roads of ; Williamsburg, member of Indiantown Masonic Lodge of Hemingway and the Hemingway American Legion P9st. Dr. Ulmer was a member of the American Medical • Association, the S. C. Medical Association and the Williamsburg County Medical society. . While at the Medical College, he was a member of John L. Dawson Medical SOciety. · • • Surviving are a son, John Gordon Ulmer Jr. of Chapel Hill, N. C.; a daughter, Mrs. Edward Dixon Harrill of Fairfax, Va.; a sister, Miss R111nel Ulmer of Brunson; a brother, S. Eric Ulmer -of Allendale; gr~ndchildren. and four Georgetown and Florence counties. Cox said he has worked hard for the city during his four years at the head of government, and wants to continue his efforts to make Johnsonville a better place to live. Cox said the job of mayor is not an easy task, and is a full time job for anyone who attempts it. Being retired, he feels that he had adequate time to devote to the duties of the office. He said he is aware there have been criticistns, but noted • that anyone who serves in the position of mayor is going to be criticized even when he knows he is doing the very best he can do. Mayor Cox said he has helped the townspeople to make life a little better with things tow11 had never enjoyed before his a · ·stration began. He has worked very hard to keep taxes down in the towr1, he said. ''Presently,'' he said, ''Johnsonville has the lowest tax rate of any city in South Carolina and I intend to keep it that . way.'' Cox feels that a low tax rate will encourage more people to move into the area. COX has been able to construct its $1.91nillion water and sewerage project has basically been accomplished through the grants it has received. Cox .said the town tries to stay ''on top'' of . these grants and gel ever · in grants that is available. This way the tow11 does not have. to y large loans, which accounts for the present sound financial con.. dition of the tow11. He invites all citizens to go out and view the sewerage plant, which is one of the most modei 11 to be found anywhere. The mayor is well aware of 0 the criticism concerni.ng the sanitation department. At the time the service was so poor, council's hands were tied and they could not help themselves, according to Cox. He said the health department closed the du111p and they were forced to secure the services of a private contractor. They have now purchased a new truck and pakcer and the service should be improved. If anyone has a complaint about the service, he invites them to call the clerk's office and let them know what the problem is. , Cox said at anytitne any citizen has a question concerning the finances of the town, they are welcomed to review the records or books to see how the town stands . financially. He says he wants them to know what has done with the towns' money. The books, he said, are open five days a week during reg11lar office hours, and anyone with a question or interest may check the records during these hours. Cox was born and reared in J onville and he feels that be is acquainted with th~ needs of the people, and pledges hi& service if re-elected to the office of 1nayor. Decamps was sworn in as mayor of Johnson ville Thursday night becoming the first woman to serve in that capacity since the 1930's. Five of the six newly elected councilmen were also sworn in by City Attorney Delance Poston. ,Dwight Carraway winner in the runoff election against Shirley O'Neal was unable to be present and was sworn in by Poston at a later date. Following the swearing in ceremony council held their first meeting. City Attorney Poston addressed the new council saying " You ha ve a wonderful op-' portunity to make this a pleasant task , if as mature adults you sit down and reason together, take a vote, allow the majority to rule and then unite behind the decision of the majority.'' He also assured the council that his office would be open at all times to be of assistance whenever the council needed to call on him. Jim McCall, candidate for Florence County Council, also addressed the new council. He congratulated all of the newly elected officials and indicated his agreement with Poston 's statement. He is married, and he and Mrs. Eaddy have two daughters and four grandchildren. Theodora Altman Buskirk entered the field of nursing and she and her husband, Eli, have built a new home in the Trinity Community for their retirement. They have two children, a girl and a boy. The evening was complete with corsages for the women and boutionnaires for the 1nen with printed programs especially designed for the occasion. There were favors of note • pads and pens contributed by Johnsonville State Bank, and calendars and rulers given by the Johnsonville Hardware. Inez Smoak added a special touch of nostalgia by bringing an invitation to the class graduation which included class officers, class flower, class colors and class motto. Theo Altman was listed as the class president back in 1931. The voting was close and the m illa ge incr ease passed by a total of 34 votes 116-82 . Three ballots were r equired before two trustees could be elected . Two seats became vaca nt on the board when the terms of Mayo Altman a nd Stanley e xpired . Altman a nnounced his r esigna tion from the boa rd. but Hanna sought reelection. Others in the r ace were C.W. Altma n. Barry Crocker . Douglas Ma tthews a nd Chi ves P rosser . Altma n was declared a winner after the second ballot, but a third ballot was required before I-Janna emerged as the top vote getter . In the first ballot Altman had 97 votes. Crocker . 86. Hanna . 82 . Matthews . 74 and Prosser 46. 98 votes were required for a majority and a second ballot was held . On the second ballot Altman was declared a winner with 105 votes . but no other candidate could muster enough votes for a clear majority . Totals were: Crocker . 68. Guests at the citizens meeting were school superintendent-elect Chester Floyd, who will asswne his duties in July and his family . Black Mingo Church, located south of Hemingway and to the west of Highway 41-51 just south of Black Mingo Creek bridge, is reportedly in pretty good condition. It is not eligible for federal funds at this time because the approval for the National Register did not meet the deadline, but it would qualify for funds next year. Mrs. Elaine Eaddy, president of Three Rivers Historical Society and responsible for preparing the application, noted that the church was built about 1843 with funds provided by Cleland Belin, whose name the church also bears. The occasion marked his 75th birthday. • CHIVES PROSSER Guests were assembled at the building well in advance, and Mr. Prosser came planning to give mechanical assistance to his daughter. As he entered the room. every one I I • us1nessman, sang ''llappy l~irthday'' and his expression was captured by movie camera for later enjoyment. rl"he table was laid with a birthday cloth and centered · with an arrangement of red and pink camelias floating in a silver bowl, with silver candlelabras holding lighted red tapers on each end. The table held attractive ·arrangements of ham salad and pimento cheese finger sandwiches, toasted pecans, mints and other delicasies ' which were enjoyed with punch on ore. by all those who attended . Mr . Prosser is a t·ormer mayor of Johnsonville. He served as rural mail carrier f'o r 2<J years and f'or four years was postmaster . His business activities have included the operation of an ice plant and the local theatre for years. He organized the Johnsonville State Bank and has served as its president in the past.
